Standing up RF research capability from the ground up
A defense R&D organization needed to establish a fully operational RF research laboratory capable of supporting spectrum analysis, signal characterization, and RF experimentation. The facility existed as an empty space with no infrastructure, instrumentation, or trained personnel.
The core challenge was not just procuring and installing equipment, but creating an integrated operational capability — designing facility architecture for RF shielding and interference mitigation, deploying instrumentation with automated workflows, and developing the workforce skills needed to operate the facility effectively.
Without a comprehensive approach addressing facility, equipment, processes, and people, the laboratory would remain a collection of expensive instruments rather than a productive research capability.
